
Fowler Objects to Adult Content on EPB Cable Options

EPB says it's not getting any complaints about it's available television programming, but former State Senator David Fowler says it includes pornography.
Fowler is urging Chattanoogans to complain to city council.
Meanwhile EPB maintains it's required to offer subscription services.
By June of next year every household in the Chattanooga metropolitan area will have access to full fiber-optics. In addition to making it easier to provide electricity, the system now provides cable television, phone and high-speed internet service.
But the internet service has an option for subscription T-V, including the Playboy and adult channels.
DAVID FOWLER, FAMILY ACTION COUNCIL OF TENNESSEE "It is a shame and disgrace to me that our governmental entities are more interested in making a profit than they would be in purveying pornography that has destroyed so many lives and so many families."
EPB says it is not condoning porn, but has a legal mandate to offer diverse programming.
KATIE ESPERETH, EPB V-P "Legally, as a provider, we cannot censure content, and we cannot choose to not air something because of the nature of the content."
Fowler, who now makes his home in Nashville. He disputes the EPB statement that the company is required to do so.
DAVID FOWLER "The city of Chattanooga and the Electric Power Board do not legally have to offer cable, I've confirmed that with attorneys with the Alliance Defense Fund."
The power company is owned by the city, and Fowler thinks citizens should take it up with their council representative.
DAVID FOWLER "Well the power board could take action, but it hasn't and that's disappointing, but the city council ought to at least look over the question."
KATIE ESPESETH "We've not had any customer complaints about the programming that we're offering."
EPB says it has built-in several parental controls that parents can use to keep any objectionable material off their T-V screen.
EPB serves 163-thousand customers and is completing the largest fiber-optics system in the southeast.
The electric utility now offers cable, phone and high speed internet service.

The point is the use of Tax payer dollars in the delivery of porn. EPB is a government entity, and the telecom/cable project is financed by a $250,000,000 local bond issue (a tax increase to pay the interest) and a recent $111,000,000 federal grant of tax dollars.
If EPB wants to sell porn, pay back the public dollars and take the company private.

If they are going to compete

If they are going to compete with Comcast, they have to offer the same services as Comcast. It is legal and if people didn’t watch it and want to watch it, it wouldn’t be offered. Since these services are on premium channels and pay-per-view services, it would be reasonably simple to determine who is viewing this content and structure it so they pay for it and it has nothing to do with tax money.

In order to properly assure

In order to properly assure that NO taxpayer or ratepayer dollars are being used to subsidize the delivery of porn the cost of the fiber plant would need to be paid without the use of public dollars. EPB has gotten over $361,000,000 in public dollars. That is the major expense. The cost of the porn itself from the porn provider is negligable - the real cost is the network and THAT is taxpayer funded.
Put this in perspective. The $250,000,000 bond issue is twice the highest bond ever in Chattanooga - that includes funding for schools. Wake up, Chattanooga ratepayers and taxpayers - you are now in the TV business and you are funding PORN in order to "remain competitive". Chattanooga is now trapped by the realities of trying to capture enough market share in order to pay the interest on the debt - it requires compromises and in this case requires the distribution of pornography with taxpayer dollars.
This is one of many good reasons why governments should stay out of private enterprise.

So just because it exists on the network means the whole network is tainted? What about the internet? There is plenty of porn on the internet and a lot of tax-payer money goes to schools. Schools buy computers with tax-payer money, and my god, those computers are on the internet! So by your logic the whole education system should be privately funded? The tax money will generate revenue and costs savings down the road. Who cares if part of it comes from something YOU find immoral? It’s not obscene, which is the FCC guideline, so don’t worry about why other people are watching and what you probably feel really guilty about wanting to watch yourself!

So Apparently, Fowler saw an opportunity to get his name in the public eye so he jumped at it. In much the same manner as Al Gore, Jesse Jackson, and Al Sharpton. So, for Mr. Fowler and any others who are distraght as a result of the EPB's programming... If you dont want to watch it....... DONT!!! STAY AWAY FROM THOSE CHANNELS.

For the First Time Chattanoogans have gotten quality programming with a choice for a MUCH better price!
The High quality of the EPBFI cable is above + beyond what was ever available on the subpar Comcast offerings and the consumer has a Choice of what channels to buy!
the number of Comcast channels offering porn is over 2x what EPB has and the channels on Comcast are so easy to turn to by mistake .... unlike the EPB which makes it so simple to block any undesired channels, even the illiterate could do it!
Let Fowler stay in Nashville oblivious to the high quality of EPB services!
and thank you so much EPB for finally giving Chattanooga the quality and customer service that Chattanooga has lacked for many decades!
